摘要(Abstract)：

公共数据作为一种国家基础性战略性资源，日益成为推动企业创新和驱动生产力变革的重要力量。本文基于2011—2022年A股非金融类上市公司数据，以地方政府数据开放平台的开通作为准自然实验，采用多时点双重差分模型展开实证检验。结果显示，政府公共数据开放有助于提高企业新质生产力水平，且这种正向影响在非国有企业、管制行业以及非政治关联企业中更为明显。政府公共数据开放对企业新质生产力水平的提升通过缓解信息不对称问题、增强企业吸收能力和促进数字化转型的机制予以实现。鉴于此，考虑通过数据开放权责范围基础上的分级分类开放流通机制、激励企业借助公共数据平台加快数字化转型、提高企业数据整合创新研发能力等加快发展企业新质生产力。研究结论有助于深化公共数据平台建设对企业新质生产力影响效应的认识，为政府引导企业利用数据要素提升创新水平、优化生产力布局进而创造新价值提供重要启示。
